Was Rookie planned to come to the April Fools Party 2011?

Hello Penguins, today I was looking around in the Book Room at some old Club Penguin books, and I noticed something pretty strange in the 09-10' Yearbook.

In the April Fools section of the 09-10' Yearbook, I noticed Rookie! Did Club Penguin really plan to bring Rookie to the 2011 April Fools Party? Comment below and tell me what you guys think!
